Designing a solution

The development of a long-term solution for Haugh Head began in 2012, when CBEC Eco-Engineering carried out a feasibility study to explore sustainable options for the Ford. Prior to this, solutions had primarily focused on improving fish passage (using measures such as a rock ramp and fish pass), but these proved ineffective as they required ongoing maintenance and failed to address the underlying geomorphic issues. Since 2012, several design iterations have been developed and tested by three specialist geomorphology consultancies. The final design now represents the culmination of over 13 years of research, modelling, and collaboration, reflecting the sustained commitment and expertise of key individuals across multiple project partners.

The final design for Haugh Head represents an innovative, process-based approach to river restoration that works with natural fluvial dynamics rather than imposing further engineering constraints. It focuses on re-establishing a stable yet dynamic channel, capable of self-adjustment over time, using natural materials such as large wood, boulders and graded sediment to restore geomorphic function. This design not only addresses the long-standing issue of channel incision but also reintroduces sediment transport, improves fish passage and reconnects the river with a “new” constructed inset floodplain. By restoring both form and process, the project provides a resilient, low-maintenance solution that supports long-term ecological recovery. As one of the first projects of its kind in the region, it serves as a pioneering demonstration of how fluvial geomorphology principles can be applied to achieve sustainable river restoration on an upland gravel-bed river.

Reconnecting the Wooler Water has also used specialist consultants to lead the planning process, which has included the submission of a planning application and Environmental Impact Assessment (EIA). The EIA process has also ensured a full and thorough consideration and consultation process relating to a wide range of social and environmental aspects including surveys and events. Full planning consent for the scheme is in place (from Northumberland County Council) and with some minor associated works already completed, planning is now considered as ‘in perpetuity’.

Input from experienced contractors has been crucial during the detailed design stages to ensure a buildable solution and to understand costs and practical risk mitigation during the delivery stage. This has included intrusive ground investigation surveys and tests. Appropriate expertise from the Environment Agency has been sought to ensure full compliance with environmental regulations including waste (associated with the considerable volume of excavations), flood risk, groundwater and ecology

The desire for as natural a solution as possible has had to be balanced with the need to prevent any increased flood risk as a result of the scheme and to protect infrastructure from increased erosion.

As the project moves toward delivery, there will be opportunities for the local community to contribute to elements of the final design as well as the user experiences associated with the new footbridge and its surroundings. Several aspects of the scheme will benefit from local knowledge and preferences.

Areas where community input will be invited include:
• Footbridge handrail design
• Interpretation and signage at the footbridge
• Landscaping and approach paths

The first community update and engagement event will be held at the Cheviot Centre, Wooler on the 15th April from 2.00pm to 7.00pm.

Further events will be arranged and publicised as the project progresses.
